About Fostering Agencies in Greater Manchester

Greater Manchester is made up of ten boroughs: Manchester, Salford, Stockport, Oldham, Rochdale, Bolton, Bury, Wigan, Tameside and Trafford. It is the UK's largest metropolitan area outside London, and one of the most ethnically diverse — which means fostering agencies operating here actively seek carers from a wide range of cultural and language backgrounds, so that children can be placed with families who understand where they come from.

Manchester City Council consistently has one of the highest rates of children in care per head of population in England. Across the wider region, demand for foster carers remains significant — particularly for teenagers, sibling groups and children with complex needs.

When you look into fostering in Greater Manchester, you essentially have two main routes.

Local authority fostering services

The first is going directly through the local councils. There isn't one massive region-wide service; instead, all ten boroughs run their own independent fostering teams to look after children in their specific areas. By far the largest and busiest local authority fostering service in the region is Manchester City Council. As of recent reporting, Manchester City Council has more than 1,000 children in care. Wigan Council and Salford City Council also have large populations and therefore also handle a very large number of placements.

Independent fostering agencies (IFAs)

Your other option is to apply through an IFA. These are independent or charitable organisations that operate regionally or even nationwide. Because IFAs work with multiple different councils at once, fostering with them often gives you a wider scope of placements, alongside their own dedicated training and support networks. It really just comes down to which style fits your family best.
